How to enable Commenting?

I am using doPDF to create PDF files w/o a problem, however, the default behavior is to create files w/ Commenting "Not Allowed".
How can I change this setting when creating a PDF from doPDF ?

As far as I know, you're only allowed to add comments in Acrobat Reader to PDFs that are created with Adobe-certified utilities. It's a license issue, not a document issue.
