Can Adobe Acrobat modify doPDF output?

I email specialized forms I create to my office and do not want them changed without my permission. Can the staff inadvertently or otherwise, make changes with their commercial Adobe Acrobat or reconvert it back to the original program that created it?

PDF files can be edited if they're not protected, so if someone has a pdf editor (Adobe Acrobat) and knows how to change the pdf created by dopdf, they will be able to do so. It won't be inadvertently since after you make changes you have to intentionally click on save.
A solution would be to protect the pdf file from being modified, allowing it to only be opened for instance, but that can be done only with novaPDF Professional which is a commercial program.
